Confederation Congress react to the flooding of the American market with British merchandise could do nothing since it did not have the ability to set up a national business strategy.
The dread that the Articles of Confederation government would turn out to be too effective prompted the states did not approve a change enabling the Confederation Congress to force an obligation on imports.
