Since you know the slope and one point, you can use the point-slope formula.
y-y₁=m(x-x₁)
Next, you need to plug in -2 as the x value and 8 as the y value and 1/4 as the slope.
y-8=1/4(x+2) notice here that the subtraction sign and the negative two canceled to create a positive two.
y-8=1/4x+0.5
+8 +8
y=1/4x+8.5 this is the equation

The general point slope equation is:
y-y1 = m(x-x1)

where x1 and y1 are your coordinates, and m is your slope.

So it would be y-8 = 1/4(x+2).
