Tony sees 28 patients in 7 days at his clinic. Jeff sees 100 patients in 25 days at his clinic. Assuming that each doctor sees patients at a constant rate, which conclusion can you make about the rate of service for these doctors?

Jeff has a lower rate of service than Tony.

Jeff and Tony have the same rate of service.
