First, the minutes >>> (divide by 60)

60x = 38
x = 38 / 60

After, the seconds >>> (divide by 3600)
→ 3600''
x ---- 35'' ??

3600x = 35
x = 35 / 3600

So, now add: 13 +
0.6333 + 0.009722 = 13.64305

Result: 13.64305 decimal degrees

divide 35 by 3600

divide 38 by 60

add them together

35/3600 = 0.009722

38/60=0.6333

0.6333+0.009722 = 0.64305

so 13.64305 degrees. round answer as necssary
