D is the answer as John Locke was all for individuals natural rights of liberty ,life, and property  and believed people should be born free and equal.

According john Locke, the only way people acquire new knowledge is by conducting various observations to the things that happened around us.

The process of learning occurs throughout our life. As we possess more experience, the more knowledge that we will have on our disposal.

Because of this, John Locke would not believe in an idea that state knowledge is already acquired since birth without having to make any efforts.
