first you have to find slope (m)
m = (y2 - y1) / (x2 - x1)
m = (-1 - 4) / (2 - 3)
m = (-5) / (-1)
m = 5
now you have to use point-slope
y - 4 = 5 (x - 3)
y - 4 = 5x - 15
y = 5x - 11 is your answer
