Okay. This is a problem about unit rates, and they really aren't too bad. Here we go.

You want to compare the costs of 1 oz of Choice A and 1 oz of Choice B, so you want to find the prices for 1 oz of each. This is fairly simple.

Choice A - 6 : 2.49
Choice B - 8 : 3.32

You want to divide your ratio to get 1 on the left hand side, like so.

Choice A - 6/6 : 2.49/6
Choice B - 8/8 : 3.32/8

Now simplify...

Choice A - 1 : 0.415
Choice B - 1 : 0.415

Both Choices sell chocolate chips at about $0.42 per ounce, so the unit rates are equal and your answer is C.
