To fo this equation first you have to find the slope with the slope formula
(y1-y2)/(X1-x2)=Slope. So for this the slope is 1/2 after being simplified. Then plug it in into the y=mx+b equation and plug in a pair of points to solve and find b.
3=(1/2)4+b
3=2+b
-2 -2
1=b
The final equation is y=(1/2)x+1
