This is known as a DIFFERENTIAL pay structure. This concept was introduced by Frederick Taylor. More efficient workers are paid more in order to motivate them to keep their attitude up and to even do better. The difference between the wages of the efficient workers and the non-efficient ones is known as a compensating wage differential.
