Like the question states, in 1914 Germany declared on war against Russia but only two days later it declared on war against France and Belgium as well. Also, at the same time, England disagreed against German military actions and teamed up with France and Russia in order to stop the the German strategy of deploying multiple front of wars. This events were the beginning of WWI. Thus, the right answer is France did not declare war on Germany until Germany attacked France, option C.
