It would be characterized as C. Homogeneous mixture as essentially through observing it you can not easily depict the different phases, in this case the coloring from the water. It all appears to be in one phase, and thus is homogenous.

The answer is C. because colored water is a homogenous mixture. It is the same phase throughout the liquid.
