The law in Homer's Greece was enforced by whoever had the weapons to enforce it (option D). Foreign slaves were even hired to monitor or police the cities of Greece. There’s no official law until 900 BC and a citizen who happens to be a victim of a specific crime can simply or has the option to report crimes done by the criminal.
