y = -2(x²-3x)-1
y= -2(x²-2(3/2)x+(3/2)² -(3/2)²) -1
y = -(x-3/2)²+9/2-1
y = - (x-3/2)² +7/2
answer : x = 1.5; vertex: (1.5, 3.5) because : 3/2=1.5 and : 7/2 = 3.5
