It wanted a unanimous vote.
It was required by Congress.
It wanted to include other colonies.

Answer:

It wanted a unanimous vote.

Step-by-step explanation:

If Congress had decided to vote on independence on January 1, 1776, most likely no more than five colonies, maybe even less, would have voted for it. , But the sentiment for the desired independence in the colonies grew steadily after Common Sense and the king’s speech were published about two weeks later. Most of the colonies had voted for independence at first, but Adams and others understood that such a decision should be unanimous.
