Let the required number be x, then to create a proportion using the form

(\%)/(100) = (is)/(of)

Thus, let 15 be
1 (1)/(2) \% of x, then

(1 (1)/(2))/(100) = (15)/(x) \\ \\ ( (3)/(2) )/(100) =(15)/(x) \\ \\ (3)/(2)x=1,500 \\ \\ x= (1,500*2)/(3) =1,000

Therefore, 15 is
1 (1)/(2) \% of 1,000
