What major hazard is created by low-head dams?

The major hazard that is created by low-head dams would be having recirculating current at the base of the dam which are very strong. These dams are known as drowning machines as they could cause a person to drown. The current would pull the person under and then push up repeatedly exhausting the person which eventually would lead to death.
