The minimum concentration of the beaker solution will have to be 51% (to the nearest whole number).

In order to get water to flow out of a tubing with 50% solution, we must place it in a solution that is more concentrated. The more concentrated solution will have a lower osmotic potential than the solution in the tubing, which will allow water to flow down the concentration gradient and into the solution in the beaker.
