The Gilded Age was characterized by rapid economic growth, and middle class lifestyle was improved with new technologies; Business grew and consolidated, in part due to industrialization til the point of becoming monopolies.

The government role was very important during this development carrying on "laissez-faire" economic policies, meaning minimum interference and very little regulations, honoring its French meaning (allow to do).

Thereby (the first One) "Congress encouraged the growth of business with laissez-faire policies"
