During the Constitutional convention small states did not want their representation based on medication location condition or population

The answer is population.


Small states wanted everyone to have equal representation no matter what the size or population. Large states wanted representation based on population. As a result they came up with the Great Compromise which is how we have the House of Representatives and the Senate today. The House's number of representatives are based off of a states' population and the Senate has 2 representatives in every state.
