Stephen can travel 8 miles in 1/2 hour on his bike.

The rate at which Stephen can travel is given by

\begin{gathered} rate=(distance)/(time) \\ rate=(8)/(0.5) \\ rate=16\; \; \frac{mi}{\text{hr}} \end{gathered}

So, the rate is 16 miles per hour.

If Stephen plans to ride a distance of 16 miles then the required time is

\begin{gathered} time=(distance)/(rate) \\ time=(16)/(16) \\ time=1\; \text{hour} \end{gathered}

So, it would take Stephen 1 hour.

If it is currently 1:00 P.M then he will arrive at his destination at 1 hour later that is 2:00 P.M
