Answer:Should focus on helping poor nations like Haiti replenish their soil so that Haitians can produce enough crops to feed themselves and be more self-sustaining. Right now, these programs focus more on keeping tariffs low and growing crops in nations that export food to the poorer nations.

Agriculture is farming so if they were to start farming they could grow their own crops and even raise animals. It'll shift their focus to farming and an increase in food stability.
