Scale of the map is 1 inch : 16.4 miles

The meaning is that for every 1 inch on the map, 16.4 miles is covered on land

if two cities are 3.5 inches apart on the map, then thier distance apart on land will be

3.5 x 16.4 = 57.4 miles
