hello :
(x + 2)² + (y-3)² = 9²
the center is : R(3 , 0 ) and radius r = 9
the point D is on the interior if : RD < 9
the point D is on the exterior if : RD > 9
the point D is circumference of the circle if :RD = 9

Is the given point interior, exterior, or on the circle (x + 2)2 + (y - 3)2 = 81? R(6, 3)
