f(x)=a(x-h)^2 + k
f(x)=a(x + 2)^2 - 9
f(0)=5
5=a(0+2)^2 - 9
5=4a-9
4a=14
a= 7/2
f(x)=7/2(x^2 + 4x + 4)-9
=7/2x^2 +14x + 14 - 9
f(x)=3.5x^2 +14x + 5
