The probability that both will bloom, under the best conditions is:

16%

Explanation:

The probability that a sprout will bloom is: 40%=0.40

Now we know that the probability of blooming of both the sprouts are independent i.e. the blooming of one sprout won't depend on the other.

Hence, the probability that both will bloom is:

Probability first will bloom×Probability second will bloom.

= 0.40×0.40

= 0.16

which is 16%

The answer is : 16%
