HELP PLEASE

How do I graph y= 1/3x+3?

Here's how I look at it. +3 is your starting point, but on the y-axis. So, put a point there. Then count up 1 and go to the right 3 more steps, put a point there, then keep going from that point, up 1 to the right 3 and so on.
