The 3rd parabola has a negative rate of change: You notice than within the interval [0 , 20] the curve is "going down"
Whereas the 4th parabola's rate:
it's negative between [0 and 1.5] and positive starting 1.5 and up

Answer: The third one.
Look at the slope for the segment 0-2. This is the only graph that has a negative slope, meaning that it has a negative rate of change.
