As the lawmaking body of the sovereign united states, what kind of power does congress have in relation to foreign policy and national security?

"Inherent power" is their relation which means the congress will have automatically copy the privileges of the law making body of the sovereign United States in terms of either foreign policy and the national policy such inherit policy are the following but not limited to Power of Eminent Dominant, also the Police power and lastly the Power of the Taxation purpose.
