i believe the answer is A. because they could be arrested for disobeying orders.

The correct answer to this question would be alternative A)"A Soldier must always follow orders."

Shumard would agree that "a soldier must always follow orders", regardless of what they are. He states that he didn't want to destroy the city, or kill anyone, but it had to be done, because he was ordered to, and it's not his place to question orders.
