we write the decimal number as 1.282828... where the dots are indicating recurring decimals

let
x=1.282828...
and
100x=128.282828...

we choose to multiply
x by 100 in order to obtain a number that gives us same values after the decimal point

100x-x=128.282828...-1.282828...

99x=127

by subtracting
x from
100x, we have an integer 127

rearranging to make
x the subject

99x=127

x= (127)/(99) is the rational number for 1.282828...
