John Locke, an enlightenment philosophe believed in democracy. this is where people get an equal voice I government. is famous saying is if a gov. were to break a man's natural rights (life, liberty, and property) then that individual has the right to overthrow the gov. and create their own. so each law should follow the "spirit" of the law.

Answer:

According to John Locke the main purpose of the laws is to ensure respect for the natural rights of the citizen.

Step-by-step explanation:

In his work, he stated that the organization of laws and the state must be done in order to ensure respect for natural rights. The guarantee of the natural rights of the people - the protection of life, liberty and property of all - is defined by him as the main objective of the creation of laws. If the ruler does not respect these rights, the governed may overturn him and replace him with a more competent one.
