Rule:

\left(a+bi\right)\left(c+di\right)=\left(ac-bd\right)+\left(ad+bc\right)i

The values of the letters:

a=7,\:b=-3,\:c=2,\:d=-1

Foil it:

\left(7\cdot \:2-\left(-3\right)\left(-1\right)\right)+\left(7\left(-1\right)+\left(-3\right)\cdot \:2\right)i

Foil it, 7 x 2, -3i x -i, 7 x -i, and -3i x 2. It would come to 14+3 i^2-7i-6i. i^2=-1, so it would be 14-3=11 and -7i-6i=-13i
