3x - 2y = 14,

Point is (-6,-11)

Then first find slope or inclination

Slope m = 3/2 , ( because y = (3x -14)/2 )

Now find y-intercept b

b = Y - mX

b = -11 - (3/2)•-6

. = -11 + 18/2 = -2

. = -2

Then finally write

Y = (3/2)X - 2

Answer is equation

Y = (3/2)X - 2
