Well first, we have to find the y intercept. So plug in your coordinates.
-2 = 4 (3) + b
Simplify
-2 = 12 + b
now, let's put like terms together.
-14 = b
b= -14

y-y1=m(x-x1) where m=slope and (x1,y1) is any point on that line.
