The answer is A. The opposite charges of hydrogen and oxygen allow water to break apart other compounds.

The chemical attributes is what makes it a great solvent. The polar arrangement of oxygen and hydrogen atoms has both a positive (hydrogen) and a negative (oxygen) charge which allows it to become attracted to many other different types of molecules. This attraction can become disruptive to the molecules of other substances allowing water to dissolve them.
