The answer is option B.
let the sides of rectangle A be x and y
so the sides of rectangle B will be 4x and 4y
perimeter of recyangle A= 2(l+b)
=2(x+y)
=2x+2y
perimeter of rectangle B=2(l+b)
= 2(4x+4y)
=2*4(x+y)
= 8 (x+y)
Therefore their ratio= 8(x+y) / 2(x+y)
=4/1
Therefore Perimeter of rectangle B is 4 times perimeter of rectangleA
