The third option. Previously, the Roman Army was structured as a temporary army, and each man had to supply his own arms and armor. Gaius Marius initiated a series of reforms that changed the Roman Army into the Legions that are so famous today. That angered the Senate because as a result, the legions became more loyal to their generals than to the senate.
