What property is 4(2n-7)=4(2n)-4(7)

This is known as the Distributive Property. What that means is the number/variable outside of a parenthesis (without any order of equations separating the number and the parenthesis) multiplies by all inside numbers/variables within the parenthesis.

For example:

2(3 + 4)
Multiply 2 by both numbers separately.
2(3) + 2(4)
Find the products.
2(3) = 6
2(4) = 8
6 + 8
Find the sum.

Use distributive property:
4(2n)-4(7)=4(2n)-4(7)
8n-28=8n-28
In this case, we see that both has infinity solution but if you want to find n, let's continue
8n-28=8n-28
Add 28 for both side
8n-28+28=8n-29+28
8n=8n
Subtract 8n for both side
8n-8n=8n-8n
0=0. As a resuot, this property is distributed property.Hope it help!
