First, lets solve each answer.
1.)
-3x + 10 > 4
Lets assume x = 5
-3 * 5 + 10 > 4
-15 + 10 = 5
5 > 4

2.)
19 - 4x (<_) 11

Lets say x still equals 5
19 - 4 * 5
19 - 20 = -1
-1 (<_) 11
------------------------------
3.)
2x + 9 > 13

If x still equals 5,
2 * 5 + 9 > 13
10 + 9 = 19
19 > 13
-----------------------------
4.)
3x - 8 (<_) -2

x will probably still be 5..
3 * 5 - 8 (<_) -2
3 * 5 = 15
15 - 8 = 7

7 (<_) -2
This is not correct.

okay so. first make the inequalities solved for one variable.
1.) -3x is greater than -6
divide by the negative and so now the sign flips.
x is less than 2 so the graph is D. also if it is without the equal sign then the circle is open.
2.) -4x is less than or equal to -8
x is greater than or equal to 2 so graph B
3.) 2x is greater than 4
x is greater than 2 so graph A
4.) 3x is less than or equal to 6
x is less than or equal to 2

Hint: the flip the sign is only when multiplying or dividing by a negative coefficient
