Hello!
Barack first takes his appeal into patriotism in the topic sentence by saying that: "Nowhere is the promise of innovation greater than in American-made energy." Then he goes on saying that the industry is rather large, reassuring that they have a future ahead of them. Then he continues to say and starts to close the paragraph by saying: "But with only 2% of the world's oil reserves, oil isn't enough. This country needs an all-out, all-of-the-above strategy that develops every available source of American energy—a strategy that's cleaner, cheaper, and full of new jobs." This is saying that they have the resources to find better things but they just need people to do them.
I hope it helps!
