1 meter = 10⁻³ km or = 0.001 km
1 second = 1/3600 hour:
So the 25 m = 25 x 0.001 = 0.025 km in 1 second and in
3600 seconde, his speed becomes 3600 x 0.025 = 90 km/h

I'd say the velocity is .25 km/h. But I'm not sure.
