The correct answers should be They identify people who were important in colonial government and They identify people who supported rebellion.

You couldn't identify who sided with the British or who supported absolute tyranny because people whose signature isn't there didn't necessarily support Britain. They might have just been unable to sign or weren't even invited to sign. The signatures are of important people who were in the government then and they all supported separation from Britain.
