“manacles of segregation”:
Manacles are metal shackles that are used in order to fasten someone's hands or ankles. The metaphor implies that segregation keeps African Americans bound and trapped.
“chains of discrimination”:
Similar to the previous metaphor, this implies that discrimination is a chain that restricts the movement and the freedom of African Americans.
“lonely island of poverty”:
Poverty is presented as an island to highlight the isolation and exclusion of African Americans when compared to white Americans.
“ocean of material prosperity”:
The ocean of prosperity that surrounds the island is the economy of the United States. Although the economy was thriving, African Americans were excluded and continued to live in poverty.
