Why is it important to have a balance of predators and prey in an ecosystem?

The fisheries should catch fish of all species and sizes in order to maintain balance of predators and prey in that ecosystem. they are not willing to catch less fishes for 2-3 years, to help the fish recover because they want to make more profit from it. The managers and politicians do not helping fishers to make the transition because they have no profit in that transition so they showing no interest.
