C. or B., but B is probably the answer you want.

Why?

Considering the fact that the prices are very close to the next dollar, C would work, but B would be more accurate, and both methods would tell him if he had enough money, so both would technically work.

B. Oscar must add the 3 amounts exactly so he will know if he has enough money to buy the drink.
