The possible outcomes are
1, 3
1, 4
1, 5
1, 6
2, 3
2, 4
2, 5
2, 6
3, 3
3, 4
3, 5
3, 6
The number of outcomes that doesn't start with 1 and has 4 as the second number is two outcomes = (2, 4) and (3,4)
