2 x - y - 7 = 0
y =2x - 7 slope = 2
perpendicular slope = -1/2
line passing through point (4, -1)
y = mx + b
-1=-1/2(4) + b
-1 = - 2 + b
b = 1

equation
y =-1/2(x) + 1
