The answer is: " 9/5 " .
__________________________________________________
Step-by-step explanation:
__________________________________________________
4.50 / 2.50 = 4.5/2.5 ; {Note: the "zeros" cancel out.}.

Now, we can multiply Both the numerator AND the denominator by "10"
(note that we multiple both the numerator AND the denominator by the same number to retain the same value); to "eliminate the decimal points" ;

4.5/2.5 = (4.5 * 10) / (2.5 *10) = 45/25 .

Now, we can further simplify this ratio; as we would a fraction, by dividing both the numerator AND the denominator by "5" ; as follows:

(45÷5) / (25÷5) = 9/5 ; which is our answer; since the question asks to "write as a fraction, in simplest form, with a whole number in BOTH the number and the denominator.

I think as in whole numbers in numerator it should be in improper fraction since 4.5= 4wholes and 5/10 it's 9/2?

and 2.5 in mixed fraction is 2 wholes 5/10 in improper is 5/2
unless you say mixed fraction is okay to leave if for the answer than it's respectively 4wholes 1/2 and 2wholes 1/2?

I'm not sure but I learnt this in my school and it goes like this
