Isolate the variable by itself on one side of the equation.
0.6y=10.3 divide both sides of the equation by 0.6
y=10.3/0.6 (we can multiply both numerator and denominator by 10 to get rid of decimals...)
y=103/6 or as a mixed number
y=17 1/6
