Well if you're talking about the Treaty of Versailles which is different from the 14 points. Germany's economy and military presence was completely destroyed as a result of the treaty which led to Adolf Hitler and the National Socialist Party (Nazis) to take control of Germany under promises of healing and restoring Germany
